Test your CPU, check for overheating, disable any OC you might have done. And as always, background processes in Windows can cause a lot of issues. Good luck ;)

What's your other games. RDR2 is straight up open world, zero zones. So you forcing the potato cpu to soak in all the environment happenings around you plus the great graphic .. you bound to get performance dips
