Low Ground and Grass Texture resolution on ALL-Ultra setting

GTX 1660Ti and I5-9300H , the texture always looks bad even if I set everything Ultra and use MSAA , it looks like the ground and grass are not completely loaded or rendered , they are blurry and like a low resolution picture on the ground. Anything else is ok like character and clothes .
And I noticed that everytime I entered the story mode , my CPU Usage is under 50% , 70% at most in Saint Denis , but GPU Usage is ok(98% at usual) . So I guess maybe the issue is related to my CPU ?
I sent E-mail to Rockstar Support months ago , but they failed to solve this issue , nothing worked.

16G RAM and 32G VRAM , game is in a 1T SAMSUNG SSD .

It could be the combination RAM and CPU.

But maybe you also push your GPU to the limits with the ultra settings....

This game is extremely demanding. and the fine tuning of the graphic settings are way to many.

Maybe someone with more technical knowledge can explain this in technical terms.

I myself have almost the same CPU, got a RTX 2070 super GPU and still had troubles.

Then I switched from 8 to 16 RAM: still issues. But when I upgraded to 32 RAM almost all issues were solved.

Which is stupid, but there you see in what small thing can make a difference.

but when I ran the game on my old laptop which only got GTX1050 and I5-7300HQ , it was low in fps but the texture was good in Ultra setting , it's a very disturbing issue .
Guess one day when I buy a new PC, it would be my time to enjoy the game .right now maybe i should try to finish those fantastic games which I bought but never played .Have a great day XD
