No npcs in Online
Is it normal for cities like Saint Denis to completely have no NPCS or its just like that in Online ?

They should be everywhere in all the towns, same as story mode. Sounds like a sync or connection issue, might try rebooting.

It's maybe because your in a mission. Normally when your in a mission npc's seem to despawn.

After Legendary bounties there's no npc for a while but later they appear that's what I saw

yes I also experienced that, there were no npcs, no animals, no boats, there were only players, and mission npcs only...

how to fix it?

It's very likely being caused by cheaters using mod menus.

Unfortunately, cheating is incredibly common in public sessions on PC.

The only way to avoid these cheaters is to play the game using a fan-script that allows you to create private sessions.
