Maybe because you haven't create it yet?
You don't just login there using your Steam Account info.
SocialClub has it's own account.
Double check your account login via their official website first.
edit - As for the eula/tos stuff below.... No amount of agree'n to that is going to fix controlled folder access blocking rdr2, gta5, r* laucher, or social club. As for the desktop icon also no longer functioning...... I mean.. it works fine here. I can imagine a few reasons 'why' it would cease to work 'somewhere' else.
their Firewall and Anti-Virus software so that's what I tried and the game finished downloading. Once started, I paused the game and enabled those 2 items and have no problems quitting and starting my game.
Check your "protected folder" status on Windows security.
99% of the time, windows blocks Rockstar and social club from accessing your PC folders.
click on the folder and you may see Rockstar and/or social club as being blocked.
Click on "allow access" then re-launch.
it's a pain, but something with Rockstar Launcher and Social club pisses off built-in security of Windows and it has to be re-authorized access from time to time and even when updates roll out for things like the recent bounty hunter update.
If you still get blocked after fixing protected folder access issues, then that is something else entirely
