No animals and NPC's on free roam (online, solo lobby)

After finishing legendary bounty, animals were not spawning, like they all disapeared, not even one bird, totally zero animals on whole map, randomly walking/riding NPC's disapeared too.

had same issue after fast travel, but some hackers were on server also

cheaters are removing them they owned the server, because of that the game is so boring like a redM rp server no npc.

if ur doing solo private lobbies you need to make a new one every so often....what i do is "39103023" then change it to "3910324" and so on. just the name everything else is fine.
