rains fall mission won't end

this is like my 4 playthrough and has never happened to me before.. I was just playing the game and got to the rains fall mission and finished it, but after i finished it i couldn't do anything. All I saw on the map was a yellow circle indicating that Rains Fall was in there and nothing else. I went to a nearby city but no npcs were spawning and all the stores were locked down. I saw solutions on reddit but none of them worked for me. Anyone got any ideas on how i can fix this issue?

i can’t finish it either and it’s rlly annoying, cuz no one knows how to fix it :/

I found out how if you're still interested.
If you somehow already have the trinket that Rains Fall gives you at the end of the mission for not killing the soldiers it gets bugged and you cant continue, but you can just kill the soldiers and he wont give it to you and problem fixed.
I dont know why this happens but we atleast have a solution now

I know that I'm late on this, but there is another way of not killing the soldiers, and still finishing the mission.
The reason why you can't finish is that you've gotten the Owl Feather Trinket with a cheat before Rains Fall gave it to you. You need the Red Dead Redemption 2 Save Editor to delete the Trinket from your inventory.
You can do this by simply downloading the Save Editor I will link at the bottom of my comment, once you download it, click on "Open Save" from top left. From there, go to Documents\Rockstar Games\Red Dead Redemption 2\Profiles, and select your save. You can identify your save by the last date / hour you've played on. Once you select your save, go to the Inventory tab, and search for the Owl Feather Trinket. Once you find the Owl Feather Trinket, change it's value from 1, to 0. by doing this, you will be deleting the Trinket from your inventory, and therefore you can easily finish the mission, and not kill any of the soldiers.

Figured it out a long time ago, but I forgot to update it. Still, thanks for the explination. Maybe someone will come across this with the same problem!
