You want a fresh start? Delete all the saves and then start a new game.
It was a fresh install. No saves. I saved the game and the saves were all empty.
Once you are in, click ESC > Story > Load > Delete all the saves
Back out of here, then click New Game.
Fresh install the game does not matter, as old saved games would still be present, which is probably what you are experiencing.
I'll try that. But the save games list was empty. Wish me luck. :p
I suppose that's a possibility. I can't find any evidence of it though. I'm going to try to figure it out again today.
In the documents folder there is a Rockstar Red Dead Redemption 2 folder make sure this is deleted...
Wherever in the world you installed the game let's say its on drive D then there is a "Steam Library" folder on drive D that has the games you installed on Drive D ... the path is ...
Steam Library > Steamapps > common> then at Red Dead Redemption 2 folder make sure this is completely deleted after you unistall
reboot pc when uninstall and delete all of this ...
I think cloud saving is stupid because you can never delete it and everything in the cloud will try and get involved with what you are doing that involves the game your in ...
you have probably done all of this stuff anyway ... but after this re install and do a start new game ..
I loaded this onto a new pc and had no problems .. you could just buy a new pc rolf .. ???
Cloud Saves Can Be Deleted Btw...
Deleting the cloud save will wipe your logbook permanently. You will not lose the achievements already unlocked on this profile but progression towards achievements and the logbook information cannot be recovered.

From your Steam Library, right-click on the ( Steam Game You Own that you wan't to Clear Cloud Saves for )
Click on Properties
Uncheck the "Keep Game saves in the cloud for Microsoft Flight Simulator" box
Open (by default)
[-->C:\Program Files (x86)\Steam\userdata<---]
Find the folder corresponding to your profile and delete the folder:
Steam\userdata\usernumber)\1250410
Restart Microsoft Flight Simulator
Follow the onboarding and launch a flight
If everything works, quit Microsoft Flight Simulator then you can re-enable Steam Cloud Sync.

Just disable Rockstar Cloud.
* DO NOT listen to what jswarpaint suggested, that's deleting everything from the PC for RDR2. No need to do this.
Just disable Rockstar Cloud.
Go here:
Documents > Rockstar Games > Red Dead Redemption 2 > Profiles > YourID#
Delete the CloudSaveData.dat file
The SRDR files are your local saved game slot files.
SRDR ending with 01 - 14 = Manual Save
SRDR ending with 15 = Autosave
With the CloudSaveData deleted, relaunch of RDR2 will have Rockstar Launcher now ask you if you'd like to re-enable Cloud Save Sync. Click NO.
If you delete all SRDR files in the above folder, you'll be forced to "Start New Game" after a relaunch of RDR2. You could also pick and choose which ones to delete if need be. The games "Continue" option will be loading the most recent time-stamped saved game slot. So for example you could delete a newer save to default loading an older one. But that could also be done in-game anyways but just letting the game load whatever save is most recent, then once the game world loads up, press ESC and go to either Load or Save and delete one or more save slots you want to free up. Then load an older save if needed. Then once an older save has loaded up, save again so this is now the more recent save based on time-stamp.
