Nvidia Reflex On vs Boost?
Currently I've enabled Low Latency Mode to On in NVCP and set the in-game Nvidia Reflex to On but not Boost. My GPU most of the time is already at 99% usage while CPU tends to jump around between 50-70%.

Am I right to at least keep Reflex to On but NOT Boost because the GPU's clocks and speed are already maxed out due to 99% usage? I don't want to lose FPS while barely gaining any improvements in further lower latency. I actually set mouse input from Raw to DirectInput since it was apparently causing microstutter/stutter for me.

Now the GPU is and has always been at a consistent 99% usage and I've read that Boost is only when you're CPU bound and the GPU isn't working as hard. So far, there's no or I should say at least much less stuttering now and the FPS is more consistent.

But I am GPU bound though (I've set the framecap at 72 because it'll always jump between 50 and 72 in more GPU bound scenarios). It'll certainly go down for me in towns, camp, and when there's a fire. But that's being GPU limited. Maybe the CPU slightly limits the FPS as well but it's not spiking to 100%. Can anyone else say what their experience is like having the settings on?

Yes. I honestly get confused when there's moments where it seems like the game is smooth and has low latency, and then other times it suddenly feels like input lag went up. Not sure what really controls that, since the whole point of G-sync is reduce that in addition to avoiding stutters and tearing.

One weird thing is that the low latency modes in the nVidia control panel only work for DX11 and should be left off for games running DX12 or vulkan

Ackshually they updated it, check release notes. It works in dx12 too now. https://www.nvidia.com/download/driverResults.aspx/218113/en-us/
I get zero tearing by forcing the FPS lower than my screen refresh rate.
Having lower latency toggled is only going to smooth things out for the data already loaded into RAM. The game will still stutter whenever it has to load new data from disk to RAM. That's why big games like this tend to smooth out over time as you play.
