I'd say check its gearbox, if that doesnt work switch session since there might be a cheater

Assuming you've been running around in any area with snow/cold on your horse, this is normal n part of the game. IRL horses will do this as well, its just sweat evaporating off of em so you'll see the steam. If you ride it long enough in warmer areas they create a 'lather' of sweat on them

now if its on fire then... yeah i'd say change sessions

You never been outside when it's really cold out and you can see the steam coming off of yourself or someone else from their body heat? Especially if you've been running around and worked up a sweat while out in the cold air.
