Outlaws of the west glitch - games broken and I can't fix please help.

SO I've played this game multiple times of console and decided to get it on sale on PC so I could MOD it. I downloaded the game and modded it and then started to try to play it. TO my surprise, the game starts normally and begins the tutorial but as soon as the game starts dutch takes off and runs and sometimes the mission is failed because I cant even catch up to him. The times I do he begins his normal dialog but then just after leaving camp and riding with him he stops talking and just runs south. I tried removing all the mods, re-installing, and verifying the files (only 1 out of 12 times files needed to be replaced). I am honestly lost and I have no idea why its doing this. ANy ideas?

Also I'd like to add that I have skipped and not skipped the intro and the same thign happens. When the game starts and dutch and I are on the horses its also kinda wired like there is a moan when I try to run through the snow and kinda feels like an invisible object is in front of me. I can still move through it but I am slower. If I dont move to the side of the path dutch instantly out runs me
