I run at 2560x1440 DLSS Quality. Most settings are Ultra. But there are some settings off some High depending on that guys results. Biggest one for cpu is probably water physics 2/4. I kept Geometric LOD at 5/5 even though it is heavy on the cpu. I may change that to 3/5 later if needed. The rest don't effect cpu greatly like the other 2. I have Grass LOD 8/10. Reflection msaa Off, motion Off, unlocked volumetric Raymarched Res Off, Tree Tessellation Off. My Results below;

Guess i should actually start playing the game.
I looked at building a whole new rig which wasn't that expensive I just don't feel I really need it or want to build one at this time.
I bought components to build a new rig about a year ago. cpu/mobo/ram/new case and psu and gpu. The last 2 which i'm using now. I just haven't bothered finishing the build since all games running fine. I'm lazy and still need hard water tubing and fittings for the water cooling. I still used 16gb of ddr3 and that's still plenty for gaming. Sounds like a RTX4080 just the thing you need. And note it must be a 4xxx gpu for dlss framegen.
So my 1st nite of playing. Just got finished hunting. Game plays real smooth. Think i'll be turning some settings back up.
Can I see your SYSTEM.XML file that has your RDR2 graphics settings?

First thing to try would be disable VSync everywhere; in the AMD settings, in-game as well. Leave the Triple Buffering On though. Set the game to Borderless Window, not Full Screen. If you have multiple refresh rates available, set the highest available in Windows for OS Desktop. Games will use that automatically when set to Borderless Window.
For RDR2, even at 1440p I had no FPS problems with all the settings on High, Textures on Ultra, MSAA X4 and Upscaling @ 1.50X
Nice and crisp; no FSR or DLSS BS. And that was on a 3080 10GB
