I also reinstalled my OS as it was due anyway but this didnt seem to really do much for the game, maybe a few fps more but this was probably because of newer drivers.
After playing with some settings ingame i now have an average CPU usage of about 40% and GPU is always maxed out at 99%.
Weirdly enough i didnt gain any extra fps from all this which makes me wonder where all that cpu "power" went when it was at 100% before.
with RDR2
i try newest driver they put out and my fps went from like 70-80
down to 20-30 so i yanked it and put that 537.42 back on pow right back up to 70-80 fps
could try that see if helps it did for me
since u running RTX3080 might give u similar results
that latest driver only seem to work well with the 40 series cards
why i don't use that geforce experience thing anymore it just goes oh newest driver must install
it don't care if going to jack your card all up because driver might not be best suited for your card
