But finally, I fixed it for myself. Turning on Resizable BAR in the BIOS fixed the issue for me. Initially there were a few right at the start of playing, but after 2 minutes I didn't get another at all for a 2 hour session. Valentine was flawless, Saint Denis flawless too.
I haven't read the exact effects of Resizable BAR but I think it's something to do with video memory athough unlike the other memory associated "fix" I tried, this one works.
I have noticed and wasn't surprised when I saw RDR2 was using a lot of VRAM (just under 12GB) since I think the stutters happen due to RDR2 dumping data it doesn't need causing the stutters. I think Resizable BAR holds that data so RDR2 doesn't need to dump it and stutter.
TLDR : Turn on Resizable BAR in your BIOS settings. I also had Async Compute turned on although that didn't make a difference, at least by itself. Also be prepared for no VRAM for anything else. If this works for even one person I'd be happy as it was a pain to get to the bottom of it myself.
