Only thing I can suggest you have probably already tried, you know usual stuff like updating your drivers and making sure no conflicts and so on. Might check your Power Supply. Virus scan, you know garbage like that.
You could also try this program. Download it and boot your machine in safe mode. Then run it. https://www.bleepingcomputer.com/download/windows-repair-all-in-one/ I have been using it for ten years now, and it has fixed some problems.
Only other thing I can recommend is to slick your machine and do a fresh install of Windows. You probably don't want to do that, but that is all I got.
