first you start catle revolver than you need lvl up doing some easy missions
i found easyest te free roam missions , you see them on map by a persone sign
sory that is for online yes online there is a lvl you need to clear to buy certain items
if you mean in the story , than you need advance further in the story to unlock the weapons
chapter 1- chapter 2 etc but it's kinda strange you can see them in the shop and not be able to buy them but i think that is just since they reused those files also in online and than you need to be able to buy every gun if every shop
was that easy to change , yes i think by adding couple line code it would been easy to hide them in story but now at least you are able to see what you can buy in the future
some weapons i never bought in story and waited for the better weapons ,
but that was also not realy needed i just wanted to be cheap and safe some $ :p
The reason Rockstar did that is so that even if the player uses cheats to get Money in Single Player Mode, they would still need to level up with Story progression. Imo it's a smart thing that Rockstar did that. Most of the players would say other wise ( If they Cheated to get the Money ) is just ticked off cause they can't get a powerful weapon from the getgo even if they have the funds.
least that's what i think when it comes to Some users complaining about weapons being locked

Yes that would have been a better decision by Rockstar, but i think that ( at the time when the game was about to come out or in development ), they did not count on the severity of cheats & other issues cause by some other players to cheat in the game.
But who know's if they will eventually ( Someday ), fix that Oo?
Plus it's a Order Catalog, doesn't make sense to have things missing or pages missing based around "locked" items.
Also if playing RDR2 Story, make sure you visit the Gun Store in Saint Denis at some point. As it's the only one that actually has ALL the guns for sale. Other stores in the game only have some of the guns and ammo available, not all.
In RDO however this doesn't matter as all the shops (based on type) have the same catalog.
So in RDO all the gun stores have the same catalog.
General Stores have the same Catalog for that stuff; etc.
In RDR2 Story the catalog for any store is specific for that store.
