why aren't limbs getting blown off?

I'm using explosive ammo and dynamite and stuff but the only thing getting blown off is heads, not arms or legs. why this happen?

You can also blow off their arms and I believe their heads so it is not a "one-trick-pony".

Yes by default RDR2 allows heads, arms and legs to be blown off.

However, the Settings.xml file that holds your game Graphics settings does have a setting that enables/disables the visual damage systems. Enabled by default.
