If you are missing textures or other content in game or experiencing crashing while playing a game, you can have Steam verify that the game's files are installed correctly on the computer.

Next, you can either right click the game in your Library, or click the gear icon from the game's Library page on the far right
From the drop down menu, select Properties...
Select the Installed Files tab and click the Verify integrity of game files button
Steam will verify the game's files - this process may take several minutes

Change your Domain Name Servers (DNS)
Go to Settings Click Network and Internet Under Advanced network settings, click on Change adapter options Right-click on your Wi-Fi or Ethernet connection, depending on which you are currently using, then select Properties Select Internet Protocol Version 4 (TCP/IPv4) and make sure the box is checked Click Properties Select Use the following DNS server Enter the following DNS addresses in their respective text box:
Preferred DNS server: 8.8.8.8 Alternate DNS server: 8.8.4.4 Select Validate settings upon exit Click OK Select Internet Protocol Version 6 (TCP/IPv6) and make sure the box is checked Click Properties Enter the following DNS addresses in their respective text box:
Preferred DNS server: 2001:4860:4860::8888 Alternate DNS server: 2001:4860:4860::8844 Select Validate settings upon exit Click OK
Reset your network router
You can reset your router by unplugging it and leaving it unplugged for about 10 minutes. Once you plug your router back in and can connect to the internet, launch GTA Online and check to see if your issue is resolved.

yes i did removed player file. many thanks for trying to help. i only have problem with online mode, im playing story mode but dont have any problem like crash or thermal-throttle. so right now im just play online mode with other roles or mission that i dont have problem.
Yeah, it's strange. I have a 4090 laptop and she plays off my 3090 rig I've tried it in a solo session at work too, and my work network is unlocked 800 mb down and 500 up. It is what it is? I guess. Is this something that propagates around their winter updates? I never had this issue before because I've been playing RDO on and off for a long time on every other platform.
Kudos to everyone taking their time on this. Sucks we got screwed. Dropped in at least 12 hours before this started happening.
There is the word "password" in the file at the very end, remove that, press enter to drop down to next line, then enter what will be your private session password. DO NOT leave the word password as the actual password, or you may run into other players.

becuse you need learn your definitions , an update means to bring it up to date
it does not mean that it have to have new content
you can also call it the newest download to x-mas settings
what you act describe as update is in fact DLC - meaning downloadeble "additional" content for an already relaesed video game, that it mostly comes (always in online game) with an update don't mean that's all it is like square is always a trapezia but not all trapezia are squares
