How to Use Steam Offline Mode to Play Games Without Internet

I read this post, it didn't help me. I can not find
"Do not save account credentials on this computer".
The instructions say that it is in the account, but it is not there.

To put Steam in Offline mode you only have to select "Go offline..." from the Steam menu in the top left corner.
This will not stop RDR2 from requiring internet. It works for other games that don't use separate launchers but RDR2 will still need internet to start.

Not true. Just need to be "online" when launch Rockstar Launcher and then RDR2.
Once you've reached the main menu within RDR2 you can go off-line if you want and play Story Mode all you want without problems. However it will give a pause and error when using the hand-held Camera in Story Mode as it will it can't connect, but you just click OK and continue playing story mode, no problems.
But how is that a realistic scenario really?
How would you not have internet?
If your home internet or public wifi has an issue; you can Tether via Phone/Tablet that does have internet. I don't get how people are running a gaming PC but would run into a scenario where they have no internet access at all? If this is in any way true for you, you need to get your life struggles sorted out and put away the gaming PC for a while.
I'm currently without internet because my ISP started working on the lines and abandoned their work for the next couple of days due to poor weather conditions (it's rainy). So, for the next couple of days, I'll be mostly offline. For some reason, Rockstar can't connect to it's servers on my mobile hotspot so I'm ♥♥♥♥ out of luck on that front. RDR2 is bothering me with the "Activation Required" startup error.
That's a realistic, and currently real, scenario.
