Yes, if you consider 30-40 fps on lowest settings "playable"

It's very playable at 1080p on a GTX 960; so yes of course.

If 1080p then yes 30-40 FPS is about the range you can expect without the game graphics looking extremely poor.

GTX 970 runs RDR2 @ 1080p mostly high settings with physics on medium and textures on Ultra and even it gets around 40 FPS.

A 970 is significantly more powerful than a 1050. Not the best comparison. A 1050 (even Ti) is a barebones, non-gaming card that "can handle gaming too". A 970 is a serious gaming graphics card.

The thing no one is mentioning is RAM. The game sets the minimum requirement at 12 GB of RAM. Someone running a 1050 might also be running 8 GB of RAM and will struggle.

I play with a 1050 Ti, and the system automatically adjusts the graphics settings. I've never really wondered about the resolution settings I'm playing in

Here I am thinking that my 5 year old RTX2080Ti, 11GB OC will serve me well for another year or two before upgrade, while others are debating the usefulness of an oar in a Nuclear submarine.
