Secondly, as previously stated, you need to find a proper spawn point. Regarding Tall Trees, I earnestly don't think there are any, but there are two to the east (western Great Plains) - either entrance of Beecher's Hope. Otherwise, regarding Brandywine Drop, there are numerous spawns in the northern half of Roanoke Ridge - certainly near the waterfall, but none *at* the waterfall ... try the northern road, between Doverhill and Willard's Rest, or the area around the Old Tomb to the south-west. Plus, there are a few spawns in Big Valley (north-west of Strawberry) ... either along the Little Creek River (south-east of Hanging Dog Ranch) and up the river from lake Owanjila (just south-east of the Trapper's spot). Lastly, there are a few in the western half of New Austin, but they seem particularly uncommon.
Just ride your horse (walk speed) up by the waterfall and follow that path east & up into the hills all the way down to where the wolf man's cave is.
For best results of getting ate, do those trails late at night.
If you are quick enough; for a bonus, you get to see your horse running away.
If it doesn't work, camp for 35 hours (I believe?), reload, and then try again. It should be there. Rinse and repeat.

If you are playing RDO, its hard to get them to spawn when other people are in the session.
Do Private Session; or use the Public-Solo Session trick.
Public-Solo Session trick is performed by bringing up Resource Monitor > Sort by Threads to have RDR2.exe stay near the top of the list > right click this EXE while in RDO game world > click Suspend. Count to 10 > right click it again and click Resume. This will disrupt its connection just enough to force the game to put you into your own session; but not enough to disconnect you from RDO/SocialClub entirely.

Got to be mindful of where you area and where they can spawn.
There are few rare scenarios you will find out out of bounds so to speak; like perhaps if they were in the middle of chasing down another animal or chasing down an NPC on horse-back or something similar.
Watch your Radar; if need be switch it to Expanded when in/around such dangerous areas so you can spot its red dot on the radar that much easier. Be ready with Bow set to Improved Arrows.
Learn the area more in-depth always helps too. Cause if one comes out or runs towards you and there is a large rock nearby you can get on, all you have to do is get on there and the Cougar/Panther/Wolf can't touch you. Then quickly enter Dead-Eye and mark the Face/Head.
While they mostly tend to spawn during the nigh-time hours; I sometimes find one during the day. Such as the area north of Annesburg, near a cliff where Golden Currant plants are located; there can sometimes be a Cougar there feasting on a Deer. You can sometimes find one south of Annesburg, just off to the West of the main N/S trail, where you can see the logging area from the trail. There is two possible spawn points there at the top of the hill-side. Sometimes when me running up that trail triggers it, I sometimes see it run down that hillside and out towards the beach area to snag a Deer.
