IF enough people stop playing and that impacts Rockstar's bottom line then maybe rockstar will take notice and fix the problem (probably not)
If no action is taken by Rockstar to fix the issue then don't give rockstar anymore money - in other words vote with your wallet.
It is really that simple. At the macro level it's called capitalism. It works.

I hope Karma is a real thing 'cuz if it is those scum noted above will get theirs at some time.
There are plenty more psychology articles on cheaters to be found on the internet from reliable psychology journals. AND the percent of cheaters in our society is a lot higher than one who isn't a cheater might think.

If Devs or Publishers read a few of those articles or made their marketing research teams do their jobs it wouldn't be much of a leap for them to come to the conclusion that the scumbags are costing them money. Problem is that it is the marketing types that drive things like "should we cut the cheaters off at the knees?"
Having had to deal with marketing types since 1989 I can say with not a little credibility that the vast majority of them are bleeding hearts liberals who can't (or won't) see the bad in anyone and the damage their behavior does to others (some of them can and believe you me that they take as much advantage of that characteristic as is possible) .
Add in the lawyers who always get to have a say and add that the current status of our very highly litigious society (last time I checked the US is the most litigious country in the world) and you get a sellable explanation to the corporate bosses that they can use to justify not bothering with reigning in the cheaters. Short of gamers just not buying their games anymore and costing them money cheaters will continue to get a free ride and will be around for a long time.
Maybe a "Bud Light" event aimed at publishers that ignore online game cheaters would get publisher attention.

Personally I won't be holding my breath waiting for either fanbois, excusers and apologists to be educated or a Bud Light event to be aimed at Rockstar or any other publisher that publishes games over run with cheaters.
