Many of us are having problems with this game, but ive not seen a report yet of your trouble. Many are having problems getting the game to boot up and/or to load the initial save.
It sounds like you tried rolling back to an older AMD driver? Have you tried turning off FSR? With my PC I had to turn off DLSS in order to get it to load an initial save after booting the game up. Its worth a shot.
Im sure you tried turning down the graphics settings. Are there any other drivers on your PC that updated recently? One of those could have a conflict.

@maldorf, actually, I had just updated to the new AMD drivers before the problems started. I may try and roll back to the previous Drivers and see. I had never had the need to use FSR in this game for around 100fps 1440p single player, I don't play online. Thanks for your help. I will report back after some more fiddling.

Ok. I hope that works. I play on 1440p too, on an LG thats got 144 HZ refresh rate, so its similar to your's. Mine is about 2 years old and was the best one at the time I think.
Im using a 3080ti. In the benchmark I was only getting about 40 fps without DLSS off, and about 75 when on. So I turn DLSS off when I boot and then have it on while I play. I have most settings on Ultra.

I have been having a similar issue on my 3060. Keeps freezing up every 10 frames for no reason. Very painful to even try and play. Any ideas of fixes?

I blame Modders for the crashes I sometimes get. Their shenanigans break the server with their unnatural artifacts and cheat codes.

Seems to definitely be something odd going on this evening. As soon as another player enters a certain radius of mine, the frame rate drops notably. It wasn't an issue earlier in the day.

Try and test out this game using Story Mode or RDO Private Session.
As RDO Public can easily have a bugged session due to modders.

Yeah, I wouldnt blame the game much if its only with online gaming. if the single player story mode is having problems then yeah, its the game.
The sever they use could be giving you problems on the online game? Is there a website you can go that shows you the server status? Ive never played the online.
I was able to play about 4 hours tonight and got a lot done. The game had zero problems. Again I booted the game and loaded the save without DLSS on, and then turned it one once the save had loaded. I then turned DLSS off when I saved for the final time and then tomorrow when I boot it up, DLSS will be off again.

There are no servers. One of the persons in the session, their PC is the server for the session; as GTAO and RDO both use Peer-to-Peer (P2P) method. The backend is run by the SocialClub services, but the online sessions themselves are not run on any servers.

Ok, so thats really suspect to hacker issues then. Now I understand that. Youd have to be careful then if you gave this game special status in your antivirus?

Why would you? Just exclude Steam + Games from being scanned.
Pointless to have it scanning that all the time.

I do, but if youre playing online and its using someone's personal computer as a server isnt that risky to you?

No cause a modder can't infect you. Only the game while its in RAM.
Which to get rid of that all you have to do is restart the system.
