There are three domino games. One where you don't pull from the boneyard if you have no moves, one where you do pull from the boneyard if you have no moves, and one where you only score points if you make all the ends add up to a multiple of 5.
You can sometimes play boneyard draws at camp, but often it's the no draw version. Go to Emerald Ranch train station and play there - it's always (at least in my experience) has boneyard draws.
IE in football/soccer a 1-1 or 2-2 outcome is a draw, both teams are drawing.
For dominoes etc try to complete these challenges in camp against a single camp opponent rather than out of camp with two opponents..
Draw has multiple meanings. It's impossible to have a draw match in dominoes as one person scores at a time and the game ends as soon as the first person exceeds the target score.
In the context of Gambler 5, "drawing" refers to taking a tile from the boneyard when you can't play one in your hand. To get past this challenge you have to play a version of the game that requires you to draw dominoes. The camp domino game is almost always the pass version (i.e. if you have no tiles that you can play, then you simply pass your turn without drawing a domino).
Go to Emerald Ranch train station and play dominoes there. Win three consecutive games without ever taking a domino from the boneyard. The best strategy there is to ensure you keep as many possible options available so you don't get forced to draw a domino (i.e. try to keep a domino with 0, 1, 2, 3, 4, 5, and 6 at all times until the last few tiles). Also try to pay attention to who you can screw over. If one player has no 5's, try to make the open ends both a 5 so they have to keep drawing tiles. If you can empty the boneyard into your opponents' hands, then you can't be forced to draw a domino.

if you can't play a tile from your hand, you have to draw from the boneyard.
the only difference in the games is the rules for scoring.
all fives, (which is when you get points for the end scores being multiples of five,)
all threes, (same concept but multiples of three,)
and draw, (which is the name of the game because of how you score, it's not the only game you draw in,) which the only way to get points is to get an actual domino and use all of your tiles and you earn the points that are in other peoples hands.
ALL games of domino you pull from the boneyard if you can't play a tile.
lol what domino game were you playing where you thought you could just pass when there's tiles in the boneyard?
as for the OPs issue, the way to beat this challenge is to simply play domino at the emerald station one, that is the "draw" game and it's easier to do this there because it doesn't score points from end scores so the npcs won't just rack up points and win super quickly.
but in order to do it without drawing, you have to strategize your placements.
first off, pay attention to what you have in your hand, and then look at whichever pip you have most of.
more than likely, the npcs won't be able to play off the ones you have more than 4 tiles of, like if you have 4 tiles with number 6 on it, they have a 2 in 28 chance of having a six also, which means it's likely by placing sixes that they will have to draw due to not having one.
