You have to find the 3 Killer piece maps around the world to officially start the mission. No clue where you saw that on the internet.
you just have to use eagle eye at one of the body sites and follow the killers trail until you find the clue.

At 1:00, he says that he believes you can get this mission from "the sheriff in Valentine", which is Sheriff Malloy.
As basically anything and everything to do with RDR2 has been covered with videos.
IDK why people make up crap in a video, that's dumb and makes them look dumb as well.
You find the bloody scenes and the map pieces. Once you have the map pieces and have explored the bloody areas to do with the serial killer, there is a chance to find him at his cabin at night time. You can then lasso him and turn him into Sheriff Malloy.
I won't say any more. And as far as that all goes, that's all it has to do with the Sheriff. The mission is not triggered by him. It's triggered by random stuff YOU DO between finding those bloody areas and clues around the game and the map pieces.
For most you'll probably start the trigger for it early on in Chapter 2, but won't actually finish it until around end of Chapter 3, or sometime within Chapter 4. The triggers for the bloody scenes generally happen at night and require you to go to certain areas. For me the entire thing unraveled without much effort on my part. But then again I explored alot, so that's probably why.
Avoid trying to sleep only a certain times and avoiding the night. Exploring during evening through the night into the early morning hours has its own pros/cons.
There are plenty of random events that can only be triggered during night time hours for example.
I do definitely appreciate your advice, though. I imagine it would be helpful if I was a newer player.
As for why I'm asking about whether you can get the mission from Sheriff Malloy, it's because I'm simply very curious about it. The guy who made the video, Fizhy, don't make bad videos, I think this was just a mistake on his part.

that being said op. whether its true or not. i can not say. With that being said. Regardless if its true or not. if its true its a very rare way of getting the quest so rare that i dont think anyone here can tell you how to do it as ive played the game on ps4 and now playing it on pc.
ive never gotten the quest from the sherriff.
your best bet is to get what would be the normal way and the only garaunteed known method of getting the quest. which is to find one of the dead body locations use eagle eye to find the note and continuing the quest from there.
i can not confirm that you can get it from the sheriff. nor can i deny you can get it from the sheriff.
but multiple sources on the internet says he can give you the quest. ive never seen it though and i havent heard anyone saying they got it this way.
even in the video you show he only says you can get it from the sherriff. he doesnt actually get it from the sheriff.
so i dont know how strongly you should believe you can get it from the sheriff.
