i would agree with "pat" above that the next horse by size would be Thoroughbred - these are beautiful, athletic horses that can be found roaming the plains of New Hanover.
The big Andalusians and Hungarian Halfbreds, with their high health, are of similar size, followed closely by the Ardennes and Dutch Warmbloods
Fox Trotters, Turkomans, and Kentucky Saddlers appear a bit smaller to me, but the next big step in size down is the drop to Appaloosa's and American Standardbreds, which are still medium sized horses.
The smallest horses are the Paints, the Mustangs, and oddly, the Arabians (which sometimes feel almost "my little pony" in size).

The best horse imo, for the proper stats and size, is the Missouri Fox Trotter, but "best" doesn't really matter in this game - just sell all those tiny Arabians and stick with whatever u like.
My main horse for a good portion of the game is the Few Spotted Appaloosa - but quite honestly, ANY horse will do - so find one you like, and fit it with a good saddle & stirrups
