Launcher Steam loop
I launch RDR2 via Steam and it opens the RockStar Launch, the Launcher says "Play on Steam". So I click Play on Steam and I get the " Steam error- App Running" an have to launch RDR2 via Steam once again ... Then around we go in a loop.

Anyone have an Idea how to fix this loop and start the game running?

Same here, for about 3 weeks now and it's very annoying. I've just submitted a ticket to Rockstar, will pass along whatever they say.

did you install the game through steam or rockstar, because im pretty sure this issue has to do with installation paths.

Because folks basically need to do this:

StartMenu > type Graphics Settings > go there.
Select Classic/Desktop > Browse > add RDR2.exe
Select High Performance GPU

Set these as "Run As Admin" under their File Properties
Steam.exe
Launcher.exe
LauncherPatcher.exe
RockstarService.exe
PlayRDR2.exe
RDR2.exe

DO NOT have any Game Client "Start with Windows"

When you start up Windows and wish to run RDR2; launch Steam Client, wait for it to load, when it does always click Downloads and check your Queue, stop anything that is queued or started to download.

In Steam > Library > RDR2 > Properties > Launch Options, add this line there:
-ignorePipelineCache
X out that General screen to apply.

Launch the Rockstar Launcher. Launch RDR2 from the Rockstar Launcher.

Before you do anything, if you have not already, please go to Steam > Library > RDR2 > Properties > Local Files > Verify > Wait until done.

Always do a Verify after a game install, or in the future if having major problems.

they didn't say they installed it through steam, only that they launched it through steam.

you can add non steam games to your steam library, this causes issues like this all the time.

which if you add it to your steam library can cause an issue like this if you bought it originally from the rockstar store, which was my point.

This game I purchased was through Steam and had been running fine until this randomly started happening. I thank you for your help and I tried every part of your suggestions, but sadly this loop still happens.

I'll keep trying

It happens randomly because the token expires; thus the need to then log into the Rockstar Launcher and launch RDR2 from it to renew the login cookie/token. It won't auto-re-new when you launch the game from Steam. There is no reason to launch it through Steam anyways. It's just annoying because technically it should always work that way.

The Rstar Launcher only gives me the option to "Launch Through Steam" and pops up Steam to restart the loop of starting up the Rstar launcher.. What a frustrating issue lol

It's not a loop; it's normal.
Just X out the Steam window when it pops up.
When you see the "Store" section of the Launcher disappear, you know it's actually loading up the game. Then it will appear to be idle for around 15-90 secs, while RDR2.EXE loads up in the background.

It might help to first change the Settings within the Launcher to:
> Load when computer starts (OFF)
> Hibernate while running a game (ON)
> Minimize on close (ON)

Sadly nothing got rid of the loop. Trying it all. I'll re-download and see if that manages to fix it. Thanks for your help.

I had a very similar issue. I had rdr2 on my S drive with all my other games and all launcher programs like rockstar and steam on my G drive. I talked to rockstar support and a guy told me to try rdr2 and rockstar on my C drive/main drive with window os on it. I made any .exe files associated with rdr2 and rockstar launcher to run as admin. I added rdr2.exe to graphics settings and set the priority to high performance. Lastly I turned on hardware accelerated gpu scheduling.
