Run NVIDIA's GeForce Experience optimization - it is well tuned for this game and might show you where you have some mixed-up settings.
Run the tool, Run Optiomization for RDR2, Exit Tool.
Start RDR2, Run Benchmark, Turn down Quality settings until you get ur FPS.
If it's Not a Bad Setting ???, then it could be a configuration problem where the game is trying to use integrated graphics, or some such horrors.
OpenGL GDI compatibility: prefer Pre-formants, OpenGL rendering GPU (your best GPU)
Power management mode prefer maximum performance
Texture filtering- anisotropic sample: On
Texture filtering- Negative LOD bias: allow
Texture filtering- Quality: high performance
Texture filtering- trilinear optimization: On
Threaded optimization: On
Triple buffering : off
Virtual reality pre-render frames :4(online said 4 or 2 but 4 works best)
