There's no way in hell anyone "reported" the robbery...
The take is so ♥♥♥♥♥♥♥♥ they may as well not give you a bounty cause its hardly worth doing.
Money is absolutely no issue in this game unless you want it to be.
trains from annesburg will have nobles from saint denis onboard.
this is also the recommended train to rob when trying to go for no bounty, because you can stop it in the tunnel which is out of range for the law to spawn and as long as you take care of the gaurds you can rob the train entirely.
each passenger in the first class will have over 20 dollars on their person, on one train alone i managed to make over 300 dollars from the entire worth of the trains robbery, (sold watches and jewelery along with coin bags and jewlery bags to fence,) so it definitely can be worth robbing the train, especially if you're going for negative honor as robbing the train drains the honor the more people you actually hold up.
im also pretty sure time of day plays a big role as the trains can vary the amount of people on board.
Think about how busted this mechanic is if you have to use an *exploit* to make it viable because of how quickly your bounty would spiral if you tried to do it any other way.

I hate this line of reasoning, its a giant nothing burger.
Also the bounty issue extends to all other crimes, this is just the most outrageous example I've encountered.
