I don't really understand why anyone would want to strain their eyes and just not have a good overall gaming experience trying to play a game like GTA or RDR on Steam Deck. Kind of pointless if you ask me.
Water Quality and Water Physics to Medium or Low (this has to do with water in Streams, Rivers, Lakes)
Reflections on Low (this has to do with rain and wet surfaces)
It's just normal.
What screen res is it set to run at? The Steam Deck is only 1280x800, correct?
Although I think it can upscale to 1080p or 2160p (4K) on some games for External Display.
Maybe do a Google search: Steam Deck best graphics settings for RDR2
Can look on YouTube as well.
Edit the system.xml file in the Documents > Rockstar Games > RDR2 folder
The gane runs totally fine ar 1080p 30fps lock, only if you see water it drops for some reason
Helps to keep VSync off though, at least within the game settings otherwise it has some odd game issues such as ridiculously long load times and such
