Not that it matters. Engines get updated and changed all the time. Your problem may not exists in RDR2. Though, it's not really a problem in GTAV either, not sure why you're having it.
it really depends on how its set up.
i've seen the flicker before in rdr2 depending on which settings i use.
so it can happen and all builds/rigs are different.
my rdr2 runs smooth. but i did have to calibrate it properly to get it that way.
which i was able to do with what options are available in the graphics menu.
but for some people it's more complicated than that.
so you won't know until you try.
when i first booted it was choppy af. and that was due to the tree tessellation setting.
which scared me off the break, cause i was like "wth.. this game chops.."
then i disabled that, and it ran incredibly smooth, ultra'd out.
then i had problems with the sharpening levels and ghost lines..
then i tweaked it and got the flickers.. like you experience.
then i tweaked it more and got it cinematic smooth for my build/rig.
now i just boot it up, and it's smooth every time. 0 problems.
i've changed out 3 monitors with it, and they're all different.
on this monitor the games fine. on my other 1, it's so bad i wont play vidya with it.
also this game is weird with audio ports.
on 1 of my audio ports that is normally fine with everything, this game crackles.
luckily i have 3 different green audio ports and i swap to one that sounds fine.
if i only had 1, it would be a very upsetting experience unless i was deaf.
all in all, game was good. 9/10
one of the best vidyas in the past 10 years.
i have seen that flickering you speak of, and it drives me crazy too.
somehow, it runs fine with me. and i figured out how to stop it.
i dont remember what it was, i haven't messed with the graphics in this game in 2+ years, besides swapping resolutions/monitors.
my eyes are sensitive to monitor refresh rates, and my eye muscles pulsate with refresh rates.
i keep my monitors in nightmode/red spectrum to alleviate it.
if i go into night time darkness rl, i see monitor refresh rate pulsations with my eye muscles and it drives me crazy.
monitors, televisions and cellphone screens are used to brainwash people with how they pulsate.

I believe you mean "bad aliasing"?
At any rate, unfortunately GTAV, like all Deferred Rendering games, has broken MSAA. That means that instead of working perfectly with zero blur and only a modest framerate hit, it only partially works and on top of that has a huge framerate hit.
Only true anti-aliasing will get rid of jaggies without blurring and also improve detail. This means either MSAA or Full-Screen AA (Frame scaling, DSR, etc.). At the end of the day, if you can't enable enough true AA and still achieve your target framerate, it means you need a more powerful GPU.
I played GTAV on a CRT with a 980 Ti. At these settings:
1920 x 1440
4x MSAA
Frame Scaling OFF
...I was able to get an acceptable image that never dropped below 50 fps (I set my refresh rate to 50 Hz so I could get smooth VSync-locked motion).
It all comes down to GPU power. GPUs aren't just about resolution --- GPU power can be used for higher resolution, higher framerates, better graphics, more anti-aliasing, or any combination of those.
