I really get frustrated when watching rdr2 content on youtube because the game has fascinating graphics but my game looks worse than any other game out there on my computer.

^ These settings can not just impact FPS but also the overall image quality.
Textures is simply that, set this to Ultra in Graphics settings. The rest of the settings have to do with other things; Lighting, Shadows, Reflections, Water, Volumetrics (Fog), Trees, Fur, Tesselation.
Also what screen resolution is the game set to?
I am VERY happy about how the shadows, fog, water and reflections look, the only thing that makes my game look like mud is solid surfaces. they all seem like it is CS 1.6 :D
My resolution is 1920x1080.

DLSS and FSR WILL make the entire game look terrible.
Try disable those. If do use them, put only on Quality.
Once disabled and apply, set Textures to Ultra.
Apply and try the game like that.
Generally, texture quality increases gradually from very low to ultra in other games but in this game any other option than ultra, ''high'' for instance looks almost as bad as low. If got enough specs, the solution is to set it to ultra, sacrificing some frames per second.
When it comes to blurriness in overall image or sceneries, it seems to be linked with other dependencies such as AA variants and upscaling stuff like DLSS as mentioned above.
Downloaded a 3rd party program called ''ReShade'', which has TONS of tweaks that you can go through to make your game look however your heart desires. I suggest you guys check how it works and affects the game on youtube.
What also helps is using a few mods.
Such as the DLSS changer/injector which easily allows the use of other versions of DLSS DLL with ease. As newer versions of DLSS helps with both quality and performance
