Mods or no mods?
power saving features all disabled on CPU or GPU?
are you using any custom settings in cfg files for eg?
Not relying on nvidia GFE or AMD app to define settings of a game (over ride features)?
Most likely not a game issue but a PC issue, you gotta keep maintenance up on your gaming rig, also make sure your windows is optimized and you don't have any programs running in the background and yes there are hidden things taking up system resources, these are just a few things that could hit your performance.

I've done multiple fresh installs and its still happening.
Brother I know you're trying to help but a video game going from "running fine" to "5 FPS in menus" overnight is not a PC issue, especially if it's the only game doing it.
If a computer in 2024 can't run a game from 2018 that's built on an engine from 2013 there is no amount of maintenance or optimization that a user can do to fix it. It isn't 1999 anymore!
You fundamentally do not understand how a modern PC works. Are you all stuck in the 90s?
