Full GPU utilisation is fine as the CPU is more than enough to prevent any bottlenecks,one other suggestion is perhaps try an older driver and make certain that windows and the gpu control panel are not running any power saving features and or the Nvidia control panel is not enabling some gimmick feature that gimps the game (such as low latency).

EDIT: in GPU Z you can enable min,max and average for the temps and utilization. I set this to max so i can see what the utilization was at its peak, temps especially and or power / voltage readings.
Also you could try deleting the files in C:\Users\username\Documents\Rockstar Games\Social Club\Renderer\GPUCache they should rebuild on next load, and for some reason the game always returns to window borderless mode each time the game loads I always have to force it back to fullscreen.
Thank you, I did previously play this game on a 2080 and 8700k so that would make some sense. I may have even changed my RAM sticks since then. I heard that this new hardware issue could've also been why the game sometimes says my account isn't entitled to it when I try to play, though I got that issue to stop.
It is also using a lot of power, so yea I am trying to look for any place where that might be getting "optimized".
So yea, given how I haven't noticed my pc having these sorts of issues in other places recently, I'd bank on the hardware mismatch. Hopefully I can figure out how to get that straightened out, as admittedly it's not something I've ever really heard of happening before.

A side not is that with TAA slider only move the slider to about halfway after that the game can look blurrier after halfway for some reason.
Ps: when I bought 4080 I was believing I will get 150fps or something, I was totally wrong.
