Push to talk on PC with controller

I cant change my settings to push-talk, it keeps defaulting to voice activated.
i even tried disabling chat and once it reboots, its back to voice activated.

not sure if the controller has any significance.

try skipping/disabling the Steam inputs on Red dead , it will mess up the button propms and controller settings most of the time
