Turn down some settings like far shadows

Its a well know issue, it is because of DX12. You need to switch the GPU API to VULKAN.

Rockstar needs years to fix that.....
I GOT THE SAME PROBLEM 64 ram and 24 vram here. ♥♥♥♥♥♥♥♥

In the graphics menu, toward the very bottom there is advanced settings (was locked by default). Unlock that and the next setting down will be Graphics API.

I fixed it here: Restart your PC, go to BIOS and disable Resize-Bar, start your PC, now open your RD2, config your settings with DX12 (I have a 3070), now start your game, wait it load 100%, now close the game, restart your PC, enable Resize-bar, save and start your PC, open your game and play.

I do it here to play, now is working 100%, on Ultra in QuadHD, 68-75 fps.

When you have 2 GPUs (onboard + dedicated) go-to Device Manager and disable the onboard gpu. Then launch the game. If still have similar issue, go to Documents > Rockstar Games > RDR2 > Settings and delete the Settings.xml file.

Then launch the game and with the onboard gpu disabled for now, the game should make a new system.xml file and launch using the dedicated GPU.

The game launches by default using Vulkan unless you changed it to DX12. However wiping out that system.xml file will also have the game graphics now set as default again, along with the API being set to Vulkan.
