Otherwise if you have done this, this could be an error with the actual game itself not recognising itself. Go to settings located at the top right of Steam, go to downloads and CLEAR Download Catche. This should be able to reconsider the game as an actual identifier.
If EITHER of these work, this solution should definitely fix your problem. Go to where ever your RDR2 folder is located (YOUR PC/HARD DRIVE/ Program Files (64) / Steamapps / Common / RDR2) and from there, delete a specific file called steam_api64.dll . This very specific file allows you to access Online features, including Social Club. This forward onwards, verify your RDR2 files in Steam (Right click on RDR2, properties, and in one of the selections there should be verify game files) and this will allow your Steam to reinstall this specific file. After this process, your game should connect to the Rockstar Launcher.

One more advice, if you start using WARP don't ever let your Rockstar Social remember your credentials, because they dummy as I said and they won't understand what's going on if you let your credentials logged in and then use a IP protector like WARP and they will just make you be stuck in a screen saying that you never logged in from that PC.
(If you do get stuck just delete the whole rockstar social and clean yourself from their filthy files before reinstalling)
So to put it short...
1: Download Cloudflare WARP
2: Delete your auto log in credentials and never click on "remember me" in te Rockstar Social app.
3: Activate WARP anytime you wanna log in into Rockstar Social, then log in and play normally, once you're done playing you can deactivate it.
4: In your next session remember to manually input your Rockstar Social credentials, you'll have to do that forever from now on.
I've been riding with it for over 2 weeks and so far no issues.
