Report a translation problem
I have in the past read about completely disconnecting your router or whatever for five minutes to let it reset and then re-connecting.
No idea if the above will work but disconnect anyway and then tether your phone to your PC to see if the problem is theirs or a recognition of your isp when using your usual internet connection.
Then just ask R* for your money back rather than asking for help when you've already "tried everything".
I hope you can get it going mate, I really do., it's a great gaming experience and no doubt you've read and heard a lot about it.
Don't give up.
If you can't reach it with your phone either, then it's your router. Resetting it should fix the problem.
If you can't reach it through your PC then go into your browser and clear any cache data for rockstargames.com. Try again. If it still doesn't work try a different browser.
If it's only the Rockstar launcher that isn't working, uninstall it. Then make sure to delete these folders in case they are holding onto bad/corrupted info.

Reinstall the launcher. Confirm you can login to your account. Try launching the game again from Steam.
Maybe unplugged the router for a bit or just flipped em off and did other things for a day or two.
Sorry that's not much help but it's all I've got.
So, I dunno.
ASC is well worth having, though. Fixes alot of things and makes my machine run slick as warm butter.
Free vesion doesn't do as much oc, but might be worth trying.

{I tried every single method possible but this has nothing to do with dns, graphics driver being outdated or whatnot} The game legit refused to run with error 109. I cannot do anything on my end. Fix this ROCKSTAR GAMES !
