Adjusted the camera -- everything off plus the widest angle. Stole a covered wagon in Strawberry and drove it to New Austin via Thieves' Landing leaving the Pinkerton patrols far behind. No patrols in NA.
Carefully positioned the wagon to stay in cover at all times and picked the herbs. Had to do it twice because the first time Arthur was killed through the wooden panel while picking the red sage.
For the legit method, it's simple in theory, just hassle in practice. The camera itself snipes you, headshots every couple of seconds. So you just need to keep cover between the camera and your head at ALL times. Steal a wagon, set the camera to NOT be dynamic, and off you go. Certain wagons work better than others, look it up / experiment.
Arthur is obviously meant to wear this outfit.
