I have done this so many times. I blame My Time at Sandrock because F is the default for mounting steeds in that game.
When you're early in the game and don't have enough stamina to hang onto the damn horse you do. I've since been able to catch them, but at that point my horse had been killed by wolves and I needed a horse and couldn't hang onto them yet, so I bought one and it gave me buyers remorse. ;)

You don’t need your lasso to tame horses. Ever. On PC you right click to focus on the horse. Move towards it, “call” it and periodically press G to calm the horse until you are close enough to just mount it. Use the corresponding buttons on your controller if you play on console.
I repeat, you do not need stamina at all because you do not need your lasso. I haven’t used lasso even once and I easily tamed dozens of horses. I buy a Morgan for $15 for the quest with Hosea and go for the white Arabian right after killing the bear. Literally takes one minute or less to tame the most skittish horse.
By getting off your horse (if on one) and move up on the other horse in a calm fashion while crouching helps. If the horse starts to get agitated then press button when avail on-screen to calm in, all while moving close enough to mount it. If it helps you you can use lasso, but early in the game you'd need to get closer before you lasso it. If on horse-back and you do that be careful as your horse could collide with the other horse.
Later on (around mid Chapter 2) you should have been able to upgrade your Stamina enough to where you can always use the lasso method. Not just to snag horses but also hunted game such as; deer, buck, elk, moose, ram, pig, boar, sheep, goat, cow, bull.
You can also use the lasso to move dead game (before skinned) and even move ones you can't pickup, such as a bear. This can help as some situations might have it going into the water. As long as water isn't deep you can lasso it and bring it into where it's easier for you to skin.
Captured game via lasso is the best way to stealth kill it and retain the pelt quality. As once you reel yourself in close enough, you have kill option which is a clean kill with knife to the neck.
