So... Internet is mandatory otherwise you cannot play at all, but once you're in-game, that's fine. 🤦♂️
This is ridiculous!
I tried every steps I found on Rockstar Games Support and on Reddit.
I can't believe the only way to play offline is to play the console version. People should stay away from the game.
I think Grand Theft Auto IV still works in "Offline Mode", even if you bought it on Steam, but it was annoying last time I tried.

They say that the "entitlement verification" process is "periodic", but it seems that "periodic = each time you try to launch the game". Sure, you can keep playing if your Internet breaks in the middle of a playthrough, but that's about it... Next time I'll consider buying a game from Take-Two or Rockstar Games, I'll read the fine prints, but I plan to never buy again from them, unless at 90% discounted price. 😆

However, your trick assumes that people have a phone (and a real and proper data plan) and that their phone and PC can connect to each other. If their PC doesn't have Wi-Fi or Blutooth, they'll have to pray for "tethering" over USB to work.
Obviously, Rockstar Games still doesn't know how to publish on PC.
And here I was hoping for RDR2 to drop on GOG someday. We are far from this day! 😆
Maybe that's an oversight/mistake, maybe that's intentional. I don't assume the worst. I'm still hoping it's just an honest oversight. It took them 8-9 months to fix an important immersion-breaking bug: https://support.rockstargames.com/community/360000680454/360051594374 ... It might just be a mistake. Some people just don't understand why a working "Offline Mode" is useful.
When you temporarily lose access to Internet, you might want to look for things to do, and people tend to remember about their negative experiences way more easily and for longer. 😅
That's what launchers are all about, DRM.
