It's not really about cheats. The game has plenty of cheats you can apply all on its own.
It's about changing mechanics in Story Mode for more enjoyment. Role-playing in the story mode. Adding RDO elements to story mode, etc.
Rockstar didn't bother to tie the loose ends together after cutting content. Small indie company. it's fine

All this crap with opening up the world once you are John is just stupid.
I'd also like to mod it so the NPC conversation options and the LAW in general is more realistic. If I bump into a guy and he starts shooting, I should be able to rightfully defend myself instead of having to lure him over near a Lawman so the lawman can shoot him down for me.
