I have tried to do this between 2 computers and a Steam deck. Rockstar social is a big pile of steaming sh!t.
What do I have to do to make sure cloud saves are working.
The R* launcher option inside the app to enable cloud saves does nothing and doesn't work.
The fix is to force the R* launcher to prompt you for; "Would you like to enable cloud saves?" and you clicking Enable Cloud Saves while launching the game.
Do this first on the system that has the most up to date RDR2 save.
On Desktop PC delete your C:\Users\<UID>\Documents\Rockstar Games\Red Dead Redemption 2\Profiles\B3CB6C2A\cloudsavedata.dat file.
On Steam deck delete your /home/deck/.local/share/Steam/steamapps/compatdata/1174180/pfx/drive_c/users/steamuser/Documents/Rockstar Games/Red Dead Redemption 2/Profiles/B3CB6C2A/cloudsavedata.dat file.
Then launch the game, now you should be prompted to enable Cloud Saves.
EDIT: Fixed the Steam Deck save game location, if your location is different just open terminal and run this command to find it find ./ -name cloudsavedata.dat
If this doesn't work you'll need to setup something like syncthing and manually synch your save games between machines.
