Telling someone to restart a game does not help when you know full well that myself and others have done that many, many times to no avail.

Rockstar Support
Made all the .exe run as administrator
Updated the vulkan files
But it seems only when i used the steam beta update option from the settings i was finally abled to run it.
The steam prompts that the compatibility is on windows 7 thought and then it run smoothly

The following steps resolve many common launching or crashing issues with Red Dead Redemption on PC.
Remove legacy AMD graphics card details
Systems with current (or previously installed) AMD graphic cards should download and run the AMD Cleanup Utility from the AMD website: https://www.amd.com/en/support/kb/faq/gpu-601
Update to the latest graphics drivers (below)
Update your video card drivers
NVIDIA: http://www.nvidia.com/Download/index.aspx
AMD: http://support.amd.com/en-us/download
INTEL: https://downloadcenter.intel.com/product/80939/
Temporarily disable your Antivirus software
Windows 10 Users can disable the Antivirus portion of Windows Security using the steps outlined in the following article: https://support.microsoft.com/help/4027187/
Steps may vary for other antivirus software. Please refer to your software provider's documentation for details on how to temporarily disable antivirus protections.
Update the Rockstar Games Launcher
Close any open Rockstar Games Titles
Close the Rockstar Games Launcher
If the Rockstar Games Launcher icon is in the Windows Taskbar, right-click and select Exit
Restart the Rockstar Games Launcher and allow any updates to apply
Install the latest (May 2019) Windows Update
Select Start > Settings > Update & Security > Windows Update
Select Check for Updates

Clear your local Rockstar Games Launcher profile details
Start the Rockstar Games Launcher
Select Settings
Select Account Information
Select Delete Local Profile Note: This will remove all profile details from your local machine and require you to sign in to the Rockstar Games Launcher again. It will not delete your Social Club account or any saved games. Signing in to Social Club will recreate your local profile.
Select Confirm
Sign in to the Rockstar Games Launcher again
Launch Red Dead Redemption 2
Also Below are actions that may help if you are experiencing connection issues or receiving connection error messages while playing Red Dead Online on PC.
Check your network connection and Rockstar Games Service availability
Check to make sure your internet connection is working properly
Check the Rockstar Games Service Status for server outages or scheduled maintenance:

If the Red Dead Online Status currently says Up, the problem may be related to some connection types conflicting with other players, or other problems with your network setup.
Check your internet connection speed
Use an online speed test to measure your connection speed (Ex. https://www.speedtest.net/). Below are good targets for minimum upload and download speeds:
Download Speed: 7.5 Mbps
Upload Speed (recommended): 1 Mbps
Upload Speed (minimum): .5 Mbps
Note: If you are on a wireless connection and still having issues, try a wired connection.
Check your open network ports
Red Dead Online requires the following ports to be open:
Port 6672 (UDP)
Port 61455 (UDP)
Port 61457 (UDP)
Port 61456 (UDP)
Port 61458 (UDP)
Change your Domain Name Servers (DNS)
Go to Settings
Click Network and Internet
Under Advanced network settings, click on Change adapter options
Right-click on your Wi-Fi or Ethernet connection, depending on which you are currently using, then select Properties
Select Internet Protocol Version 4 (TCP/IPv4) and make sure the box is checked
Click Properties
Select Use the following DNS server
Enter the following DNS addresses in their respective text box:
Preferred DNS server: 8.8.8.8
Alternate DNS server: 8.8.4.4
Select Validate settings upon exit
Click OK
Select Internet Protocol Version 6 (TCP/IPv6) and make sure the box is checked
Click Properties
Enter the following DNS addresses in their respective text box:
Preferred DNS server: 2001:4860:4860::8888
Alternate DNS server: 2001:4860:4860::8844
Select Validate settings upon exit
Click OK
Reset your network router
You can reset your router by unplugging it and leaving it unplugged for about 10 minutes. Once you plug your router back in and can connect to the internet, launch Red Dead Online and check to see if your issue is resolved.

router restart fixed it
Turned off the router for minutes but this did not solve the problem.
I went to the router settings in borwser and then just disconnected and reconnected the connection. This makes new ip address, it helped me out of this frustrating bs, now i can play again.
1.Start Rockstar Games Launcher (not from steam, separately) but with your internet off.
2. It will display a long message in red about not being online and sh*t..dont bother just close and exit
3. On your internet now
4. Launch Rockstar Games Launcher again..it will do some update automatically and login window will pop up..login and logout.
5. Now start steam and run rdr2..it will launch.
This is not a guaranteed solution but it worked for me.
