On PC, 3rd party software can be an issue as well, such as an anti-virus suite which has control of your Windows Firewall and things of that sort. Or Windows Defender set too strictly.
Keep trying. Hopefully once you're past the intro part of RDO you can do the rest in a much more stable manner.
Check to see if it's blocked (Google your anti-virus and see what's the process of checking to see if something is blocked), and if it's not blocked, then reinstall the game.
But every time you try to start the tutorial horse mission it kicks you out?

I don’t think it’s a firewall/anti-virus issue. If it were you wouldn’t be able to enter the game.
This horse mission can be played solo, so it shouldn’t matter if it can’t connect you with another player.

Failing that, maybe try deleting the character, close the game, then reopen the game and build a new character.

Just to let you know, the PC version has a bad problem with cheaters. The Xbox version may be more enjoyable online.
Just go to the game properties in Steam and click Verify.

The R* Launcher and SocialClub Services are what really handles the RDO updates beyond what core game files are on your drive. As the RDO updates frequently to where those updates are done by the launcher. Things such as what you see on the "Online" tab of the game's internal main menu system as well as what is basically advertised to you on game launch as well as within the SocialClub Overlay.
If you can connect fine to GTAV-Online then you really shouldn't have much issues with RDO. However like I said, if you are playing RDO fresh then that means having to rely on the other players connections for a "good" match-making for missions or events that call upon the match-making system to join players together for such events. With the open-world of RDO though you can play that all alone if you like.
