Hunting Requests are found at post offices. It's a note in which gives you a quest to find perfect animals and post them.

If expecting a letter in the mail or a reward by mail, go sleep for about 8-12 hours then check the post office again. Also press L key to check your "To do list" and such

Look for the poster in Valentine, inside the train station. IIRC, on the wall between 2 doors.

Are you in the epilogue? I read that in the epilogue the hunting request might spawn after you do available bounty hunter missions or the one with Mr. Black and Mr. White (again), after you take down those 5 posters for them — I myself did that silly quest once with Arthur and then again with John.
Obviously a bug that was never fixed.
