Rifles keep unequiping

Im sure this has been asked a billion times before, but Im back after a long hiatus, doing another playthrough. Left camp and tried to put my rifle and shotgun on, game told me I had to "take them off the horse". Weren't on the horse, fine. I go into town and equip them off a gunsmith. Then I cross the street and play a few games of poker. Once I leave the table, the rifle and shotgun are gone again.

How do I properly manage this? Either something changed since I last played or I just forgot how to deal with this.
