Try navigating to C:\Users\yourusername\Documents\Rockstar Games\Red Dead Redemption 2\Settings, open up system.xml, find <windowed value="1" /> and change it to <windowed value="0" />, close it, save, and set the file to read-only for good measure. See if that helps.

Hi if you use lower resolution than your screen you can't fullscreen on vulkan
If your system underperforms on fixed resolution my suggestion is

-use screen resolution inreturn lower resolution scale in advanced graphic options
-Or best solution is switch to dx12 instead of vulkan

Vulkan is getting a 20FPS boost over DX12 on my GF's MSI laptop. Switching off Vulkan isn't an option as the game barely runs. Unbelievable that a game that had a quarter of a billion dollars put into it's development has an issue like this to this day.
