Cap FPS at 30?

So I can run the game fine as it is but I've been trying to cap it at 30 FPS to keep the heat down, but setting the refresh rate to 60 and V-sync to half still makes the game cap at 60 FPS. Is there something else I need to do? (144 hz monitor btw)

if you own an AMD graphics card use AMD Radeon chill to limit your fps for any games
If you're a Nvidia user you can do the same using Nvidia Control panel.

I've also been attempting to cap at 30, but my game crashes.

If you have an AMD card, you can try the Auto-undervolt option. I've manually undervolted mine but managed to shave off quite a bit of C off the temps. If you're having heat issues with games, worth looking into.

MSI Afterburner + RTSS does it just fine.
You don't really need VSync on at all unless you are having out of sync issues regarding the in-game cinematics
