Remove/uninstall the game and rockstar launcher from steam and windows
Restart computer
If steam is running after restarting, make sure you EXIT steam.
Rigth click steam icon, select start/run as administrator.
Now re-Install RDR2, feed your horse, drink whisky as you wait.
Start game, cross your fingers, toes, and pray this works.

delete R* complatey, and download it in same ssd with RDR2 OR GTAV.
Ive currently uninstalled the game looking for oiptions. Currently I havent found a single fix for this piece of ♥♥♥♥ game.
1) make sure your Rockstar account is properly set and your email verified.
2) make sure your GPU drivers are updated.
3) make sure the game, the launcher, and Steam are all installed in the same drive.
4) install the latest Microsoft Visual C++, 32 or 64 bit depending on your system).
5) completely allow the launcher and the game in your firewall (windows and/or 3rd party).
6) set the game .exe and and all the launcher's .exe files to "Run as administrator" in the compatibility tab after right clicking the icons and selecting "Properties".
7) also try setting the GPU to run RDR2 on high performace under windows display settings .
8) try launching the game withour MSI Afterburner (mine works fine, but try please).
9) try launching the game with the antivirus disabled (not 100%, but give it a try)
10) run the system file checker sfc /scannow (run CMD as administrator).
What worked for me was moving the game data to the C drive, so all the software realted to the game is in the same drive (as long as Steam and the launcher are in the same drive should work).
