First, there is little evidence to suggest that the Litchfield is a superior weapon to the Lancaster. Second, and this is a question, not an objective fact, what is the advantage of getting the Litchfield late game, when by and large it is no longer needed? It's the same with the Legend of the West clothing, what benefits it does have would serve much better mid game than just in the epilogue.
If your supposition is that there are better rifles in the latter stage of chapter 5... The Carcano is better than the Rolling Block, but not enough to make it a game changer.
The only real achievement worthy of note is completing the game at 100%, getting a weapon that may well be of no better quality isn't much of a reward or practical incentive.
Also, it is quite possible to play this game to completion with just a revolver and a bow. And that takes any argument about some gate mechanism completely off the table.
There are at least two opportunities to acquire the Bolt Action Rifle in chapter two. One can be found on the Sheriff in Valentine and the other chance is during the mission to free Sean, after the sequence with Trelawny's misdirection with Ike Skelding's men.

2. Double Action Revolver; Lonny's Shack , in weapon box under bed. Home Robbery. (find LEMOYNE lettering on map, and make a triangle from M and O as base, Lonny's Shack is at peak of Triangle)
3. Lancaster Repeater: Basement Shenanigans, Gunsmith in rhodes
4. Semi Auto Shotgun, basement of Watson's Cabin, Home Robbery (East of Hanging Dog Ranch)
5. Carcano Long Scope Rifle, Ranchers Bedroom in Chapter 4 companion mission: Rustling w/Uncle, unlocked after mission: Angelo Bronte, Man of Honor (otherwise wait for chapter 6 to unlock)
There are many more weapons you can find around the map, but these are the ones you want to focus on! many other revolvers and pistols can be aquired doing the gunslinger missions as DaKittyKing has said.
